The Jackson County Industrial Development Corporation (JCIDC) staff has
but one purpose, to assist new industries in finding a home in the
county and to promote the growth and expansion of those already here.
All local government, community and educational agencies are committed
to working with the JCIDC staff to ensure an environment in which
industry can thrive in a pro-business atmosphere while offering
opportunity to those who would like to join us in a climate of
prosperity.
Jim Plump, CEcD
Executive Director
Jim Plump has served as Executive
Director of the Jackson County Industrial Development Corporation since
its inception in 1984.
An Indiana native, Plump is a graduate
of the University of Evansville (IN), and also graduated from the
Economic Development Institute at the University of Oklahoma. He
achieved "Certified Economic Developer" status in 1992 from the
American Economic Development Council (now the International Economic
Development Council).
Plump is a member of state and national
development organizations, and in 1999 served as President of the
Indiana Economic Development Association. He also has been a member of
the Lt. Governor's Economic Development Cabinet, a lecturer at the
Indiana Economic Development Academy at Ball State University, and an
instructor at the University of Oklahoma Economic Development Institute
(OU/EDI).
He is active in numerous civic
activities, and was named Seymour's "Citizen of the Year" for 2001.

Mary Winburn
Administrative Director
Mary Winburn joined the staff as Administrative Director of Jackson
County Industrial Development Corporation in 2003, and is responsible
for all administrative functions of the organization as well as
providing support to the Executive Director and Board of Directors.
Winburn, a native of Seymour, is a
graduate of Seymour High School and is also attending Ivy Tech Columbus
as a part-time student. Winburn is a member of the Indiana Economic
Development Association and completed the Indiana Economic Development
Course at Ball State in 2004. In 2009, she completed the second year of
a 3-year curriculum from the University of Oklahoma Economic
Development Institute.

Jackie Hill
Workforce Director
Jackie Hill has been employed by Jackson County Industrial Development
Corporation since January, 1990. Currently, she serves as Director for
the Jackson County Workforce Partnership and has held this position
since April, 2000. Prior to this position, she served as Administrative
Director for JCIDC.
Hill graduated from Seymour High School
and attended Ball State University. She completed the Indiana Economic
Development Academy course in 1990. She is a member of the Indiana
Economic Development Association, the Education Committee of the
Seymour Chamber of Commerce, and is involved in various local civic
activities.

Jody Deckard
Workforce Coordinator
Jody Deckard joined the staff of Jackson County Industrial Development
Corporation in June 2008 and serves as Coordinator for the Jackson
County Workforce Partnership. Jody provides support to the Workforce
Director.
Deckard has 13 years experience in
industry and more recently in the education system.
