The Jackson County Industrial Development Corporation staff has but one purpose, to assist new industries in finding a home in the county and to promote the growth and expansion of those already here. All local government agencies are committed to working with the JCIDC staff to ensure an environment in which industry can thrive in a pro-business atmosphere while offering opportunity to those who would like to join us in a climate of prosperity.
Jim Plump, CEcD
Executive Director
Jim Plump has served as Executive Director of the Jackson County Industrial Development Corporation since its inception in 1984. During his tenure, nearly 5,000 jobs have been created, and the county has experienced excellent industrial and economic growth with a tripling of Jackson County’s assessed value.
An Indiana native, Plump is a graduate of the University of Evansville (IN), and also graduated from the Economic Development Institute at the University of Oklahoma. He achieved “Certified Economic Developer” status in 1992 from the American Economic Development Council (now the International Economic Development Council).
Plump is a member of state and national development organizations, and in 1999 served as President of the Indiana Economic Development Association. He also has been a member of the Lt. Governor’s Economic Development Cabinet, and a lecturer at the Indiana Economic Development Academy at Ball State University.
He is active in numerous civic activities, and was named Seymour’s “Citizen of the Year” for 2001.

Mary Winburn
Administrative Director
Mary Winburn joined the staff as Administrative Director of Jackson County Industrial Development Corporation in 2003, and is responsible for all administrative functions of the organization as well as providing support to the Executive Director and Workforce Coordinator.
Winburn, a native of Seymour, is a graduate of Seymour High School.
Winburn is a member of the Indiana Economic Development Association and completed the Indiana Economic Development Course
at Ball State in 2004.

Jackie Hill
Workforce Coordinator
Jackie Hill has been employed by Jackson County Industrial Development Corporation since January, 1990. Currently, she serves as Coordinator for the Jackson County Workforce Partnership and has held this position since April, 2000. Prior to this position, she served as Administrative Director for JCIDC.
Hill graduated from Seymour High School and attended Ball State University. She completed the Indiana Economic Development Academy course in 1990. She is a member of the Indiana Economic Development Association, the Education Committee of the Seymour Chamber of Commerce, and various local civic activities.
